At its annual ‘State of Our Schools’ event on Wednesday, Feb. 21, Highline Public Schools Superintendent Susan Enfield shared the next generation of the district’s strategic plan.
The updated plan honors the work done in 2013 by building on and refining the original goals, based on feedback from staff and families and lessons learned over the past four years. The updated plan will guide Highline schools through 2023.

The update process began in spring 2017–the target date set for several goals in the 2013-2017 strategic plan. Over the past six months, staff gave input at listening sessions at every school. Families and staff participated in an online conversation using ThoughtExchange. “I’m proud of the work we’ve done in the last several years, but there’s more to be done,†Superintendent Susan Enfield said. “We’re not backing down on our bold goals. We are focused now more than ever on improving our graduation rate and closing our achievement and opportunity gaps.†The strategic plan is centered on Our Promise. It includes five big goals for Highline students, supported by Our Foundation. Our Promise: Every student in Highline Public Schools is known by name, strength and need, and graduates prepared for the future they choose. Our Goals:Our Foundation Our foundation details professional practices that support our goals and everything we do in Highline.
- School Culture Our schools are welcoming and safe places where students and staff are respected and supported to succeed.
- Growth & Mastery Students will make a minimum of one year of growth annually, meeting or exceeding standards in all grade levels.
- Digital & Media Literacy Students will graduate with the problem solving and critical thinking skills necessary to live and work responsibly in a digital world.
- Bilingual & Biliterate Students will graduate bilingual and biliterate.
- High School Graduation Students will graduate from high school prepared for the future they choose.
- Equity: We will disrupt institutional biases and end inequitable practices so all students have an equal chance at success.
- Instruction: We will reduce achievement and opportunity gaps by using culturally responsive, inclusive, standards-based instruction.
- Relationships: We will know our students by name, strength and need and have open, two-way communication with students, families, and community partners.
- Support: We will increase student success by supporting their social-emotional and academic needs.
