The Burien City Council will review proposed staffing and program cuts to address budget shortfalls, consider stronger protections for immigrant residents and discuss a possible detention center moratorium at its regular meeting Monday, Oct. 12.

PROCLAMATIONS AND PRESENTATIONS

  • 2026 tree code cleanup: Proposed changes to tree regulations on private property and city property, presented by Urban Forest Planner Josh Petter and Senior Planner Chaney Skadsen.
  • 2027 city fee schedule: Briefing on Resolution No. 541, including proposed permit fees, processing charges and transportation impact fees.
  • Preliminary 2027 and 2028 general fund budget: Presentation and discussion of revenues, expenditures and proposed measures to reduce shortfalls.
  • Fiscal policies and investment policy: Proposed updates to reserve requirements, financial administration and investment practices.

CONSENT AGENDA

  • Voucher report and Sept. 28 meeting minutes: Approval of city payments and the previous regular meeting’s minutes.
  • 2027 Community Development Block Grant allocations: Proposed distribution of an estimated $232,893, including $40,000 for administration, $40,000 for the New Futures After School Education and Family Support Program and $152,893 toward heating, cooling and electrical upgrades at Moshier Community Art Center. The Moshier allocation depends on securing the remaining project funding. Accessible pathway improvements at Town Square Park are the alternate capital project.
  • Immigrant support resolution: Proposed adoption of Resolution No. 542 to strengthen sanctuary and welcoming city protections.

EXECUTIVE SESSION per RCW 42.30.110(1)(i) to discuss with legal counsel representing the agency legal risks of a proposed action and litigation or potential litigation to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency.
